      The Independent Loudoun Virginia Rangers mustered into Union service on June 20, 1862. Samuel C. Means, a gristmill owner in Waterford, Va., had been driven from his home for refusing to support the Southern position. Eventually, he was granted a direct commission from Secretary of War Edward M. Stanton to raise a company of scouts from Virginia.

      The men who enlisted in the two companies of the Loudoun Rangers were largely from the German and Quaker farming communities in the northern part of Loudoun County. They had not been slaveholders and their allegiance to the Union was greater than their loyalty to the state.

      The Loudoun Rangers, closely aligned with the West Virginia regiments, was the only organized body of troops from the state of Virginia to fight in the Union Army.

LT. LUTHER W. SLATER (1841-1909)

A ceremony was held re-dedicating the cemetery headstone of Lt. Luther W. Slater of the Loudoun Rangers, the only organized military unit from the present state of Virginia to fight for the Union during the Civil War.

The ceremony was held at 12 noon on Saturday, November 15, 2008 at Lovettsville Union Cemetery. It was followed by lunch at the Talk of the Town restaurant, 13 East Broad Way, Lovettsville, with further remarks concerning Lt. Slater, and the Loudoun Rangers.

Luther W. Slater was a founding member (“original companion”) of the D.C. Commandery of the Military Order of the Loyal Legion of the United States (MOLLUS).

Slater was born near Lovettsville, Virginia, in 1841. He was educated at the Lutheran colleges at Roanoke and Salem, Virginia, and attended the Preparatory Department of the Pennsylvania College at Gettysburg, Pennsylvania – later known as Gettysburg College in the 1860-61 school year. With the outbreak of the Civil War, he enlisted in the Loudoun Rangers, an independent cavalry and scouting unit serving the United States, in June 1862. This was the only organized military unit fighting for the Union from the present state of Virginia.

Slater was elected as 1st Lieutenant by the men of Company A of the Loudoun Rangers. He was seriously wounded in the battle at Waterford Baptist Church in August, 1862, and was later taken to Gettysburg to recover from his wounds. In early 1863 he also served for a brief period as U.S. Provost Marshall at Point of Rocks, Maryland.

Back in Gettysburg and still recovering, he enlisted in the 26th Pennsylvania Emergency Militia in June 1863 as the Confederate forces neared Gettysburg – despite the fact that his arm was still in a sling. He was commissioned a 2nd Lieutenant, and led a group of students from Gettysburg College and from the Lutheran Theological Seminary, in attempting to delay the Confederate troops approaching from the west. He resigned his commission in July 1863, and according to a notation on his record, he was detailed to the Signal Corps by order of Gen. Darius Couch.

After the war, Luther Slater served as Postmaster in Lovettsville for two years.. from 1865 to 1867.

In 1867, Slater enlisted as a Hospital Steward in the U.S. Army, the beginning of a 42-year civilian career at the War Department headquarters in Washington. He was recommended by three U.S. Army Generals (Geary, Butler, and Eakin) and a United States Senator (H.T. Willey). In the mid-1870s he was promoted to clerk in the Office of the Surgeon General. In the late 1870s he was a clerk in the Records and Pensions Office; in 1890, this Office was consolidated into the newly-created Records and Pensions Division of the Office of the Secretary of War. During this entire period, he was working for Maj/Col/Gen. Fred C. Ainsworth, a legendary and later controversial figure, who became The Adjutant General in 1907. It was Ainsworth who created the index card-file system used by the War Department to compile service and pension records for veterans of the Revolutionary and Civil Wars. Slater was one of Ainsworth’s senior clerks in this endeavor, already having been promoted to the highest grade, Class IV Clerk, in 1882. Slater worked in the Office of The Adjutant General right up until his death in 1909, serving his fellow veterans as they and/or their widows and children applied for service-related pensions.

Slater was a founding member of the Lutheran Church of the Reformation on Capitol Hill in Washington, D.C. He served as a elder and a trustee of that church, and also as the congregation’s treasurer and Sunday School Superintendent. He also served on the Farming Committee of the Lutheran Home for the Aged.

Slater died of a sudden illness in 1909, and is buried in Lovettsville Union Cemetery, along with his second wife Margaret Prentiss, his daughter Effie Slater Hickman from his first marriage, and his grand-daughters Louise Hickman and Clara Hickman.
