WEST VIRGINIA was admitted into the Union as a state on the twentieth day of June, 1863. Its constitution differed from that under which the people had lived and it was necessary that laws be made to conform to the new constitution that the new system of government might go into effect as soon as possible.
The Legislature convened on the morning of Statehood and remained in session until the eleventh of December following.
The constitution provided for a township system for county government. The county court consisted of the justices of the peace of the county, held its last session on the nineteenth of June, 1863, the day previous to the admission of the state into the Union.
Article VII, Sections 1 and 2 read:
1. Every county shall be divided into not less than three nor more than ten townships, laid off as compactly as practicable, with reference to natural boundaries, and containing as nearly as practicable, an equal number of white population, but not less than four hundred. Each township shall be designated, "the township of ..................... in the county of ............ ........ ," by which name it may be sued.
2. The voters of each township, assembled, in stated or special township meeting, shall transact all such business relating exclusively to their township as is herein, or may be required -by law or authorized. They shall annually elect a supervisor, clerk of the township, surveyor of roads for each precinct in their township, overseer of the poor, and such other officers as may be directed by law.
They shall also every four years, elect one justice of the peace; and if the white population of their township exceeds twelve hundred in number, may elect an additional justice; and every two years, shall elect as many constables as justices.
The supervisor, or in his absence, a voter, chosen by those present, shall preside at all township meetings and elections and the clerk shall act as clerk thereof.
That the counties of the state might be divided into townships as required by the constitution of the state, the Legislature passed an act on the thirty-first of July, 1863, appointing persons and directing how the work should be done. It read:
The persons named in the schedule of this act, being one for each magisterial district, in each county of the state, a majority of whom may act, are hereby appointed commissioners to divide their respective counties into townships, in accordance with the provisions of the first section of the seventh article of the constitution; and shall as soon as practical, first being dully sworn, proceed to make such divisions. When a city or incorporated town necessarily constitutes a part of two or more townships, and is divided into wards, the boundaries of such townships within such city or town, shall, if practicable, be so located that parts of the same ward are not thrown into different townships.
The act provided-That commissioners for each county shall employe a competent surveyor who shall attend them when required and shall run and mark such lines as they may designate.
The commissioners appointed for Marshall County were John Winters, Jeremiah Jones, Wm. McFarland, Sr., Alex Kemple, G. W. Evans, Wm. Stewart, John Burley and John Alley.
The commissioners employed Michael Dowler as their surveyor and divided the county into nine townships, viz.: CAMERON, CLAY, FRANKLIN, LIBERTY, MEADE, SAND HILL, UNION, WEBSTER and WASHINGTON.
The first township election was held on the fourteenth of January, 1864, and was called by the supervisors by authority given then at a township meeting. It was for the purpose of filling the township offices that the work might be started at as early a date as possible.
The supervisors met on the twenty-sixth of January of the same year, as provided by law, to canvass the returns of the township election held on the above date. After the first township election they were held annually on the fourth Thursday of April.
The term of office of the first officers elected at the township election was provided in a special act regulating the term of office and read as follows:
The term of office of the officers elected at the first township election, if the same are held before the time for holding the state and county elections in the present year, shall commence on and include the tenth day after the respective elections, but shall continue and be computed as if the same had begun on twentieth day of June in the past year. But if the time of holding the first election occurs after the said state and county elections, and before or at the time appointed for holding the annual township election in the year one thousand eight hundred and sixty-four, the term of office shall be computed as if the same began on the twentieth of the next June.

In pursuance of an act of the Legislature, passed March 2, 1863, entitled, an act defining in part the powers and duties and regulating the proceedings of the Board of Supervisors of the several counties of the state, the Board of Supervisors of the County of Marshall, this day assembled at Elizabethtown in the court-house of said county• and after taking the required oath, organized by electing NV. H. H. Showacre, president, and John M. Turner, clerk.
Resolved, That the proceed to examine the poll books of the different townships, which we found to result as follows:
Resolved, That we do hereby declare N. K. Shattock elected to the office of County Treasurer.
On motion of Air. Hadsall:
Resolved, That we decide the cases in which it is a tie, who shall be elected.
Result as follows: In Clay Township, William Collins. Inspector of Elections; in Union Township, C. J. Bartlebaugh, Constable.

Journal of yesterday read and approved.
Be it ordained by the Supervisors of the County of Marshall
1. That the assessors do list all dogs in accordance with an act of the Legislature of the state, passed October 20, 1863, entitled, an act defining in part the powers and duties of the several counties of the state.
On motion of Jeremiah Jones:
Resolved, That the clerk of the Board of Supervisors be and is hereby authorized to furnish the justices with necessary dockets where the old dockets can not be procured.
On motion of Mr. Riggs:
Resolved, That the President of this board be and is hereby authorized to ascertain from the Legislature now in session when the term of the office of Supervisors-elect expires.
On motion of Mr. Riggs:
Resolved, That we do hereby declare the persons named in the journal of yesterday elected to the offices therein named.
Be it ordained, by the Supervisors of the County of Marshall:
1. That the following townships shall compose and be known as the first and upper assessor's district, viz., Union, Sand Hill, Washington and Webster.
2. Be it further ordained that the following townships shall compose and be known as second, lower assessor's district, viz., Clay, Franklin, Cameron, Meade and Liberty.
On motion:
Resolved. That the Justices in each township hand over to the Supervisors-elect the books belonging to the state.
On motion:
Resolved, That the clerk of this board furnish himself at his own expense with the necessary book or books in which to keep the records of his office, the same to be refunded from the county treasury.
On motion of Mr. Riggs:
Resolved, That the clerk of this board ascertain whether W. E. Parriott, who was elected assessor in the second and lower assessor's district, has vacated the office by not qualifying and giving bond.

February 20, 1864.
At a special meeting. of the Board of Supervisors of the County of Marshall, held at the court-house of said county on the 20th day of February, 1864.
Present: W. H. H. Showacre, President; Henrv Keltz, James Rine; Thomas Howard, Samuel Riggs, Noah Hadsall, Jeremiah Jones and John Mooney, members.
The resignation of J. W. Ney, Justice of the Peace of Clay Township, handed in and accepted.
The resignation of Robert G. St. Clair, Constable of Clay Township, handed in and accepted.
Be it ordained by the Supervisors of Marshall County
1. That the sum of thirty thousand dollars be and is hereby appropriated for the purpose of paying bounty to persons volunteering in the service of the United States.
2. That each person so volunteering and is accepted in the service of the United States shall receive from this county a bounty of three hundred dollars.
Provided, that the number so volunteering shall exceed one hundred men.
3. That to carry out the above, a loan shall be negotiated by commissioners appointed to negotiate such loan of thirty thousand dollars.
4. That Henry Keltz, Jackson Reed and George Edwards are hereby appointed said commissioners with power to negotiate such loan upon the bonds of Marshall County, which amount shall bear interest of six per centum. They shall borrow sail loan from the citizens of Marshall County, but if they fail to negotiate the amount from citizens, they are authorized to borrow such sums as are needed from bank or banks on credit as aforesaid.
5. That said commissioners are authorized to pay said bounty of three hundred dollars, to accepted and mustered recruits, credited to Marshall County, who have entered between the 4th day of February and the 1st day of March, 1864.
6. That the said commissioners are authorized to pay said bounty in full to the volunteers who may have been mustered into the United States service. The said volunteer presenting his certificate of enlistment and credit to said county.
7. That the former proceedings of the commissioners to pay accepted recruits be and is hereby legalized.
8. The said commissioners shall adopt as guide in paying said bounty, the Provost Marshall mustering roll and pay from it to those persons who have first entitled and have been credited to this county between the times aforesaid.
Be it ordained by the supervisors of the County of Marshall, 1. That the sum of five thousand dollars be and are hereby appropriated for the relief and support of the wives and families of private soldiers in the service of the United States. 2. That N. K. Shattuck be and is hereby appointed commissioner to negotiate a loan of five thousand dollars to be appropriated as follows:
1. To the wives of non-commissioned officers, musicians and privates, two dollars per month.
2. To widows of non-commissioned officers, musicians and privates who have died in the service of the United States, two dollars per month.
3. To the widowed mothers of non-commissioned officers, musicians and privates who was her only support, two dollars per month.
4. To each child of non-commissioned officer, musician and private under twelve years of age, two dollars per month. 5. That the persons receiving the above donation must be a resident of Marshall County.
6. Provided that the families of those persons who have received the County Bounty of three hundred dollars, and the families of those persons who enlisted for the term of six months, shall not be entitled to receive the benefit of the foregoing appropriation.
7. That the property of private soldiers. who are now, or who have been or may hereafter enter the service of the United States, shall be exempt from taxes to pay the bounty and relief fund.
8. That each supervisor shall appoint some suitable person or persons in his township to distribute the same as prescribed to each person who is entitled to the benefits of the above appropriation. Provided, that in case the supervisor fails to appoint or can not find a suitable person to serve as distributing officer, he, the supervisor, shall act himself.
9. The distributing officer shall render a just and true account of all money paid out by him, to the supervisor of his township, the supervisor shall render the same to the board of this county.
10. That deserters' families shall not receive the benefits of this donation.
11. That each supervisor shall draw from the treasurer such sums as will be sufficient to pay the families of his township, he shall draw upon the treasurer but once a month.
On motion of Mr. Riggs:

On motion of Mr. Jones:
Resolved, That Joseph Turner be and is hereby authorized to furnish the county jail with a stove and some bed clothes, same to be levied for.
Resolved, That the commsisioners appointed negotiate for the money and pay the same as they have been doing.
On motion:
Resolved, That George Edwards be and is hereby requested to furnish all stamps that may be necessary for use of the county bonds. The same to be levied for.

Be it ordained by the Supervisors of the County of Marshall, that N. K. Shattuck be allowed (for his service of negotiating for and distributing the foregoing five thousand dollars) one dollar on every hundred dollars.
On motion:
Resolved, That the clerk of the Board be and is hereby instructed to notify the assessors to designate the property of private soldiers from the property of citizens.
Be it ordained by the Supervisors of the County of Marshall
1. That Jeremiah Jones, Samuel Riggs, George Edwards and John M. Turner be and are hereby appointed to examine the books and ascertain what claims this county has against this state.
2. That they report the same to the Adjutant General of this state.

Moundsville, May 10, 1864.
In compliance with law the following members of the Board of Supervisors assembled at the Court House on the twelfth day after the annual township election for the purpose of examining the returns and declaring the results thereof and for other business, viz., W. H. H. Showacre, President; Jeremiah Jones, Samuel Riggs, Noah Hadsall, Thomas Howard, David Anguish, James Rine, John Mooney and Henry Keltz.
After examining the returns of the late election the following persons were declared elected, viz.:
Resolved. That the persons named in the foregoing are hereby declared elected to the offices affixed to their names. Resolved, That Wm. J. Alexander is hereby declared elected to the office of County Superintendent of Free Schools. Resolved, That all persons who take out license to sell at retail spirituous liquors are hereby required to give the bond authorized by law for the sum of seven hundred and fifty dollars and persons who take out license to sell at retail native wine, porter, ale, beer, give bond in the sum of seven hundred and fifty dollars.
Resolved, That the following persons are hereby authorized to take out license as follows:

Moundsville, August 19, 1864.
The following members of the Board of Supervisors assembled this morning, viz., W. H. H. Showacre, President; Jeremiah Jones, Thomas Howard, Henry Keltz, Samuel Riggs, David Anguish, Noah Hadsall, James Rine and John Mooney.
Resolved, That the place of voting in Union Township, known as Chestnut Grove, is hereby changed to Sherrard. Mr. Hadsall moved to tax the first dog 25 cents; the second, 50 cents; and the third, 75 cents, and so on in that proportion.
Mr. Riggs moved that the clerks of the townships issue license to persons to keep dogs, but if the clerk's office should be vacant in any township, the supervisor shall issue said tax.
Resolved, That the license to persons to keep dogs commence this day and expire of the 20th day of June. Resolved, That ten cents be allowed to township clerks or to supervisors for each license issued to keep dogs.

Resolved, That $576.25 be levied to defray the expenses of the election
heretofore held and for dividing the county into townships.
Resolved, That a committee of three be appointed to settle with the
treasurer, whereupon Messrs. Riggs, Mooney and Anguish were
appointed such committee.
Mr. Hadsall moved that a committee be appointed to settle with the
sheriff and that George Edwards, Esq., be politely requested to assist
said committee, whereupon Messrs, Hadsall, Riggs and Howard were
appointed such committee.
Resolved, That we pay no persons for work after night to ascertain the
results of any past elections.

Pursuant to adjournment the following members of the Board of Supervisors
assembled this morning, viz., W. H. H. Showacre, President; James Rine,
Jeremiah Jones, Noah Hadsall, Thomas Howard, Samuel Riggs, Henry Keltz
and David Anguish.
Mr. Jones reported that he had paid soldiers' wives and families $31.06,
which report was accepted and the amount ordered to be credited to his
account.
On motion of Mr. Jones:
Resolved, That we pay three hundred ($300.00) dollars bounty to those
who have enlisted since the first day of February, 1885, who have received
no bounty but from whom we have received credit.
Be it ordained by the Supervisors of the County of Marshall:
1.That a sufficient sum of money be levied upon the taxable property of said
county to pay three hundred ($300.00) dollars to those who volunteered in the
service of the United States and was credited to Marshall County, subsequent
to the first day of February, 1864, to fill the quoto of men under the call
of the President of the United States for 500,000 men, who did not receive
the bounty offered.
The said bounty to be paid to the volunteer or his heirs upon presenting his
certificate of muster and credit to W. H. H. Showacre, properly certified
to by the Provost Marshall, when he enlisted and was mustered in. The said
bounty to be paid in county bonds due in three years after date with interest
thereon at the rate of six per centum.
Be it ordained by the Supervisors of the County of Marshall, that a bounty
of four hundred ($400.00) dollars be paid to each acceptable recruit to fill
the quoto of the county under the call of the President for 300,000 men.
The conditions upon which volunteers shall receive said bounty is that they
credit themselves to the several sub-districts its due proportion of said
recruits. Also that the sum of ten dollars be paid any man who will furnish
an acceptable recruit who will credit himself to said sub-district.
Resolved, That we have two hundred blank bonds printed.
Mr. Rine asked and obtained leave of absence.
On motion of Mr. Keltz:
Resolved, That we have one hundred bills or posters printed.
Messrs. Jones and Hadsall asked and obtained leave of absence.
Resolved, That Henry Keltz and George Edwards are hereby appointed
commissioners to negotiate loans to pay soldiers bounty.
Resolved, That we have our ordinances making appropriations published in
the Wheeling Intelligencer.
