The bill requiring state registration of nurses was finally approved July 1, 1907.
Nurses could register without exam (by wavier) by providing proper affidavits and recommendations by January 1, 1908. Fifty-one nurses received State Registration Certificates by this method. Mrs. Harriet Camp Lounsbery, one of the founders of the State Nurses' Association, was the first nurse to register by waiver.
The first examination was held in Wheeling in the Chamber of Commerce room, June 12, 1908. Thirty applicants took the examination. A general average of 65% was required; the passing grade was raised to 75% in 1927.
